Not sure whether either of these could help, but I'd try to:

- check the program rules in your firewall's configuration and grant Device Doctor full internet connection rights

- check that you have Opera setup as default web browser, one way is to have Opera setup to check on start up whether it's default, another way is to use Start button in Windows where you have a menu item allowing to setup default programs on your computer

I have seen similar problem when people have both IE and another web browser, there is some bug that can be overcome by first setting IE as default web browser, then running Opera and setting it as default web browser, that often helps.
