All Device Doctor does is that it tries to open download link in Internet Explorer. If it can't be opened, one of the possibilities is that there is some error in IE setup. IE is a fairly complicated piece of software, instead of trying to find a fix for this situation I'd suggest to choose an alternative browser to have on your system. Install eg. Opera or Google Chrome or Firefox, set them as default browsers, then run Device Doctor again, and the download links shall be opened correctly. Once finished, you can set IE back to the default browser.
