You can't download a Direct X 9.0c compatible graphics card, you either have it or not, driver updates will not help (maybe in some exceptions) I'm sorry.

You can find out what's the brand and model of your graphics card using some hardware diagnostics software (HWINFO, Everest, Sandra,....), then go to manufacturer's website to check the functions of that model, or the above named software will usually point out directly whether the card supports Direct X 9 or not.
